A council letter - before plain English

This is an extract from a letter to residents about on-street parking

      It has been asserted by a small minority that the current one hour limit set on parking in the above street is insufficient for shopping purposes, and is also causing inconvenience to the guests of a nearby hotel. The rationale behind the taking of the decision to impose a one hour limit as opposed to two hour was to encourage shoppers and have a deterrent effect on commuters.

      In line with the Council's policy of consultation on these issues before instituting proposals, the views of residents are sought to inform Councillors before the relevant topics are debated.
